The need of effective Project Management System stems from the fact that there is an ever increasing need to work in a manner which is result oriented and be able to monitor and document results (which are more than mere targets), both qualitative and quantitative. Development practitioners, the world over is looking for interventions that are effective and lead to concrete changes as there has been increasing demands to do more with less, from becoming catalysts of change in the communities they serve to deliver the project on time, under budget and in the quality not only expected but also demanded by donors and beneficiaries.
The recent amendment of the Companies Act mandating companies with an average CSR obligation of Rs.10 crore or more should undertake impact assessment through an independent agency for the CSR projects with outlays of Rs.1 crore or more and completed within one year of undertaking the impact study. The move aims to create accurate parameters in assessing the impact of CSR activities by shifting the focus from expenditure alone to impact assessment and improve the quality of CSR projects while enhancing accountability and transparency.
